The 20 major backbone enterprises of the superhard materials industry organized a seminar in Zhengzhou from November 10th to 11th, 2008. 1. The state and local governments at all levels should fully recognize the importance of the superhard materials and products industrial system, and give priority support to the special projects for superhard materials and products. because:
1 Superhard materials and products are the extreme materials and tools that humans have invented so far. A variety of new materials can only be processed with them. They provide strong support for the development of high-tech materials and various finished products, and have hundreds of times of leverage for the development of the national economy. For example: single-crystal silicon, polycrystalline silicon 0.1~0.2mm thickness sheet cutting, grinding and other high-efficiency precision machining non-superhard material tools; micro-precision cutting, slotting, back thinning, nanometer of large-scale integrated circuits such as computer chips Non-superhard materials and tools for processing such as diamond polishing; non-superhard material tools for processing satellite solar panels; imported high-grade 5-axis linkage and other CNC grinding machines are not equipped with high-precision, high-efficiency, high-speed super-hard material grinding wheels. Application, and so on. The application of super-hard materials and various products in high-tech fields is endless. The developed countries in the world have all focused on the development of superhard materials and products. It can be said that the research and application of superhard materials and products represent the level of technological development of a country. Some scientists say that the 21st century will be a century in which superhard materials will shine.
2 Super-hard materials and products can not only solve the processing problems of various new difficult-to-machine materials that ordinary abrasives are incapable, but also high-efficiency, high-precision, energy-saving and environmentally-friendly products, which fully conform to the national industrial policy. Gradually replacing traditional energy-saving and heavy-contamination traditional corundum and silicon carbide abrasive tools is an emerging development direction in the world, and has made great achievements in many aspects. Such as the advanced processing of car crankshafts, camshafts and other components, CNC machine tools have been superhard material grinding; aircraft manufacturing non-ferrous metals and composite materials processing has been developed to diamond (PCD) tooling; car industry, precision rolling industry, etc. The processing of ferrous metal has been developed to the cubic boron nitride (PCBN) tooling. The appearance of ultra-hard material grinding and cutting tools can make the processing precision reach 0.05μm~1μm, the precision is extremely high, and the non-ferrous metal processing is promoted. Grinding, ferrous metal is developed by the new process of grinding and replacing the car; the rail-based processing of the high-speed railway passenger line that the country is building is also non-diamond grinding wheel (currently still using imported products).
3 The development of the superhard materials industry is closely related to national security. Without diamond tools to process solar panels, our satellites can't travel in space; without diamond tools to process missile hoods, our missiles can't achieve precise infrared or laser guidance; without diamond tools to process tank bulletproof armored multilayer composite panels, we The safety performance of the tank will be greatly reduced;............
4 Superhard materials and products are the hot research fields in the world. New technologies and new products are emerging one after another, and the application fields are expanding. China's superhard materials and products are far from the developed countries, especially in the high-end products and applications. In 2007, China's imported diamond unit price was 3.8 times of the export unit price, and the imported grinding wheel product unit price was 22.6 times of the export unit price. It can be said that China's high-end applications are still dominated by developed countries. The research and development of this industry urgently needs the support of the state.
2. Through various channels and methods, strive to make the Ministry of Science and Technology, the Ministry of Finance and the State Administration of Taxation issued the "Notice on the Management Measures for the Identification of High-tech Enterprises" issued by the National Science and Technology Commission [2008] No. 172, four: new materials Technology, (2) Inorganic non-metallic materials, 3. The “except for six-faced diamonds” specified in the technical conditions for artificial crystal growth is deleted. The production of synthetic diamond and cubic boron nitride by six-sided top press and process technology is a unique method that has completely independent intellectual property rights and is different from other countries. It is the crystallization of the wisdom of several generations of Chinese scientists and engineers. We deserve the brilliant results of being proud forever! With the continuous research and development of China's scientific and technological personnel, the six-face press and its technological methods have made the scientific and technological personnel of the developed countries proud of the two-faced method stand out! The inexpensive six-face press and its unique method of producing super-hard materials have been able to economically produce world-class products, forcing them to introduce Chinese six-sided presses for research. The strong development of China's six-sided top and its complete set of technologies has forced the first US GE company to invent the diamond production method to realize that they will be unable to compete with China's superhard materials industry in the future and give up the production of superhard materials. Sold to the Little John consortium, the Little John consortium sold it to Sandvik in Europe, and its products turned to PCD and PCBN tools that still have advantages; De Beers, another diamond company in the world The company transferred its superhard materials division to Element Six, which, after full research, has begun to purchase a large number of six-sided presses in China, and some (more than 100) have been shipped to its production base in South Africa. Some of them (more than 100 units) set up factories in Suzhou to learn from China's process to produce diamonds. South Korea's Rijin Company has also purchased a six-sided top press from China to produce diamonds by reference to China's methods. Strong companies in developed countries purchase Chinese equipment and learn from China's unique methods to produce products. It is rare in China's entire manufacturing industry, which fully proves the advanced nature of the six-face press. At this time, China will instead "except the six-sided diamond", which is incredible!
3. It is recommended that the relevant state departments should list the super-hard materials and products with the customs commodity number and tariff code. Because China entered the world's first manufacturing power of superhard materials after entering the year 2000. In 2007, the diamond output was 4.36 billion carats, accounting for 80% of the world total. The output of cubic boron nitride was 261 million carats, accounting for about 60% of the world total. According to the statistics of the General Administration of Customs, only diamond and grinding wheel products were produced in 2007. It has been exported to 104 countries and regions on five continents, with an export value of 100 million US dollars. This number does not include higher value diamond saw blades, PDC and other commodities. Because there is no commodity number, it is impossible to count the value of goods and export. Countries, plus countries that have re-exported through Hong Kong and other places, China's super-hard materials and products have been exported to all corners of the world. We are the largest producer and exporter of super-hard materials and products. Some of the super-hard materials used in the sawing and grinding fields have reached or are close to the world's advanced level. It is possible to separate the product numbers and influence and guide the international commodity number. On the other hand, the huge product system of the industry has no commodity number, which directly leads to the inability of the industry to import and export products, and it is impossible to analyze the import and export situation, which is not conducive to guiding the healthy development of the industry. Especially when encountering the dumping case of the US anti-diamond circular saw blade in 2005, we were unable to provide strong evidence such as accurate import and export data, which had a certain impact on the anti-dumping lawsuit, resulting in the inability to effectively protect our national industry, and profound lessons and losses. heavy.
4. Strive to strive for the state to restore the export tax rebate rate of super-hard materials and products to the original level, in order to protect the super-hard materials industry, one of the national industries that are expected to reach the international advanced level in the manufacturing industry. In the past three years since 2005, China has reached the world's mid-range product level in the largest amount of diamond, cubic boron nitride sawing, grinding and a few fields, and reached a world-class level in a small amount. It is reversing the international image of China's super-hard materials and products only in the low-end and mid-end applications. At first, it has entered a small number of international high-end markets. In 2007, the export tax rebate rate was greatly reduced (cubic boron nitride canceled the tax rebate). In this industry, it can be said that it is a good one, which directly leads to a decline in competitiveness. On October 21 this year, the state announced an increase in the export tax rebate rate for 3,486 kinds of commodities, but it does not contain diamonds, cubic boron nitride and other industrial products. The upgraded products clearly include metallurgical machinery knives and blades made of hard alloys (metal processing). Diamond, (PCD) and cubic boron nitride (PCBN) tools, which are more advanced and more technologically advanced, represent the development direction. On November 12, the state announced an increase in the export tax rebate rate for 3,770 products. Since there is no list of commodities, I do not know whether the products in our industry are included. In addition, the damage caused by the industry, which is highly dependent on the international financial crisis, is almost fatal. Protecting the healthy development of the industry has a leverage effect of promoting the development of other manufacturing industries, promoting the development of the entire national economy and even national security.
5. The Secretariat of the Association shall report and publicize this book to the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the higher-level associations, the leaders of relevant departments of the local government, the academicians of the two academies, and the NPC deputies through various channels and effective methods.
