The National Energy Administration recently released the "Notice on Accelerating the Healthy Development of Low-calorific Coal-fired Power Generation Industry," stating that by 2015, the installed capacity of coal with low calorific value coal nationwide will reach 76 million kilowatts, and annual consumption of coal resources with low calorific value will be about 300 million tons. As a big country in coal production and consumption, China has produced a large amount of low calorific coal resources such as coal gangue, coal slime, and washed coal in the process of coal production and washing.

Statistics show that in recent years, China's low calorific coal power has made positive progress and the total installed capacity has reached 26 million kilowatts, but there are still small scales, low unit efficiency, weak management foundation, and related standards and policies are not suitable for low calorific value coal power generation. Industry health development needs and other issues.

At present, China produces more than 300 million tons of low calorific coal resources such as coal gangue, coal slime, and washed coal, which can be used for power generation. However, coal-fired generator sets with low calorific value can only consume more than 100 million tons of coal with low calorific value each year. There are a large number of existing and annual new 200 million tons that have not been reasonably and effectively used, equivalent to 85 million tons of standard coal.

The "Notice" pointed out that accelerating the development of low calorific value coal power generation industry is of great significance for realizing efficient conversion of low calorific value coal resources and improving the utilization efficiency of coal resources.

For this reason, the “Notice” proposed that during the “Twelfth Five-Year Plan” period, the focus should be on coking coal (anthracite) coal washing plants (groups) that are adjacent to the total size of 6 million tons/year and above in major coal production provinces and large coal mining areas. The coal-fired coal washing plant (group) with a total capacity of 10 million tons/year and above will plan to build a 2×150,000 kilowatt-class or above high-efficiency, low-calorific coal-fired power generation project and encourage 2×300,000 kilowatts of generating units in areas with favorable conditions. At the same time, the project layout takes into consideration the thermal resources that meet the power generation requirements. If the scale of coal washing in the mining area is insufficient, the coal with low calorific value should be blended near the qualified large pit power station to meet the requirements.

In addition, the "Notice" believes that coal-fired power plants, coal-washing plants, and power plants are the "coal-electricity integration" model that is controlled by the same investment entity. Encourage enterprises with low calorific value coal-fired power generation operation and management experience, as well as neighboring power and heating users who meet the national industrial policy to participate in the construction of shares.
