Energy Research Institute Releases China Energy Policy Review 2012

On the 10th, the “China Energy Policy Review 2012” prepared by the China Energy Research Association was formally released in Beijing. Experts pointed out that at present, the development of domestic renewable energy power has shown positive changes, and it is expected that the grid connection difficulties of the industry will gradually be resolved. However, the relevant authorities should formally introduce the “Regulations on the Management of Renewable Energy Power Quotas” as soon as possible, which will have a more substantial effect on promoting the grid to absorb renewable energy.

Since the revision of the “Renewable Energy Law” was promulgated and implemented, the enthusiasm of the power grid for dissipating renewable energy has increased. In particular, the current grid for the first time for distributed photovoltaic power generation proposed a series of promotion advice, is expected to promote the new energy industry to enter a new stage of development. However, the future of renewable energy for power generation may still encounter a series of difficulties in implementation. In light of this, the timely issuance of the Measures for the Management of Renewable Energy Power Quotas will clarify the responsibilities of various stakeholders and urge all parties to implement the relevant policies more clearly.

The Measures for the Administration of Renewable Energy Power Quotas has now completed soliciting comments and is expected to be released soon. The "Administrative Measures" proposes the annual quota targets for the promotion of renewable energy generation by power grids, power plants and local governments at all levels, and specifies the complementary measures that the indicators have completed to increase the enthusiasm of all parties.
